I see this as disjoint groups (and I am in the latter). Blocking the pickup area early doesn't make sense since orders come out in roughly the order received. No sense being there early and cluttering.
With the belt, it all comes out together in the sense that there is no specific order. I gotta stand somewhere. Might as well be at the belt now rather than later. Not sure how this impacts the process in any way.
Plus, as bags come out and start to stack against each other, making them harder to reach, I'm tall enough to sort them out and make it easier for others.

Now I have a better understanding as to why Satuli Canteen won't even let you in until your order is ready. Last week, when I went, I didn't have any wait or encounter any congestion at the pickup area.
