How many months ahead can we make a cash reservation at a non-home resort? Are we limited to the 7 months?

How many months ahead can we make a cash reservation at a non-home resort? Are we limited to the 7 months? No. There are several scenarios of when you can make a cash reservation at a DVC resort beyond 7 months. 1) inventory that Disney still owns 2) DVC points that have been traded back in to DVC via cruises, Interval International or other types of point exchanges 3)Breakage based on previous DVC point usage history.

Q: What is a cash reservation at a Disney Vacation Club Resort and when can I book one?
A.
When a Member makes an exchange, their Disney Vacation Club property is rented for cash to pay for that exchange. The price for their vacation accommodations is offset by that cash rental. The result is cash availability, which a Member can take advantage of by getting a reduced rate at another Disney Vacation Club Resort.
The booking window for Members to make cash reservations is open 11 months in advance of Check-In date, with the exception of The Villas at Disney's Grand Californian Hotel & Spa (only 60 days out).

I was surprised to learn that we could make reservations using Member's Cash (25% less) at 11 months.

I called MS and they said you could make a reservation at 11 months out, but the discount might or might not apply. It all depends upon the date you were trying to make a reservation.
