If I recall, I think the earlier times is because Disney has to breakdown the meetings into each individual HOA agenda. Which means a lot more time will be needed to present all of the resort HOAs.

The individual meets are actually being held on December 10 and 11. You can see the schedule when you click the link to sign up.

Having never been to one and probably will never go to one, is there any purpose other than curiosity? I'm guessing you can ask questions and get stock answers. And I'm also guessing that comments are more or less acknowledged and then ignored. In other words, aren't they just fulfilling their legal responsibility? But maybe there is more than that. Is it really worth spending some of one's vacation time to attend?

When they say, "Line Item 39(b) vote to raise dues $0.01 (one cent) in order to get new furniture so people stop complaining, all in favor" you can raise your hand and yell "More dues? Boo!!!!" and then we can all go back to complaining about the old furniture.
Actually I don't know if voting takes place.

The owners representatives, who are sitting on the stage, do the voting. And I've never heard anyone vote "opposed"!!
