If someone transfers points to you, what determines the Use Year that they go in to?

They retain their use year. So you need to ensure that the use year will work for the reservation you plan to make with them.
You can bank transferred points but not borrow. But at the point of transfer they cannot already be banked or borrowed points.

So if I am the one receiving the points, the Use Year would be whatever it is for the person transferring their points to me?

This works best if you can find someone with the same UY as yours; if they are different, be sure to track which contract you're using when you book if they are both within a 7-month window.
