I always thought the role of government was to support business and get out of the way so businesses could thrive. This does not seem to be the case here though as government seems to want to take over the role of running business. Which company will be next?? Or maybe large contributions to certain politicians will prevent such actions. Politicians may state they are all about supporting businesses. In reality, as we are still waiting (months of waiting) for a permit needed to begin construction on a small business, my experience is that it slows down business. That may be a good thing in terms of ensuring code is met, safety is in place, etc. Mostly though I think applications are turned in and spend time sitting on someone's desk waiting for either someone to make noises about how long it takes or till staff can get to it. Getting approval to do something can take a long time and involve significant red tape. RCID has been, IMHO, a great thing for WDW in general. It would not surprise me to learn the organization has become more risk adverse over time, with bureaucratic layers of experts looking as much for a reason to say "no" as a reason to say "yes." So while the governor gets a political win, this whole thing may become nothing more than a name change in reality. Maybe even a potential positive, if there is interest in continuing to build out reasons for tourists to come spend money in central Florida. Fingers crossed, anyway.
