If we are planning to go to Epcot after dinner in Disney Springs, can we get Guardians VQ at 7 AM if we don't have an Epcot park reservation (we're going to DHS in the morning) and/or purchase Guardians ILL?
I think the answer to both is yes but I'm not positive.

Yes to booking a LL for after 2PM without a park reservation. I have done that with Guardians and RoTR several times. Its nice because those paid LLs give you the flexibility on your time, so you can chose a time later in the day (unlike everything else). I don't know about the virtual cue. And doesn't a 7AM virtual cue have less time flexibility anyway?

The 7am VQ needs a park reservation for Epcot. But the 1pm VQ only needs you to be in the park, and unless it’s a busy day it is often available to park hoppers to get one once they reach the park.
For Guardians they are not enforcing the return time window (whereas for Tron they are very strict).

In our experiences the last few months you needed to have tapped into the park, but could be elsewhere. We were at BC for GotG recently. I know what they say but not sure if being close is enough or not. Other bloggers I've read said similar. Tapping in is what was required, and a CM said similar to me yesterday.

Yes, but if you don’t have an Epcot reservation you can’t have already tapped into the park before 1pm. So therefore in order to get a 1pm VQ when hopping you’d have to wait until you got to Epcot to try.

You had to have been in the park, but not remain.
