Is the lounge available during fireworks now without a paid reservation? Are all tables reserved or is it possible to get a table and have maybe one drink before fireworks? Is outside area reserved for only “paying” guests?

Is outside area reserved for only “paying” guests? I would suggest that the outside area is reserved for anyone who can make their way there.
Cheers.

I was there in March, and at that time, people not participating in a "paid event" were allowed to sign up for a wait list at either 5PM or 6PM (can't remember) and then you show up at 8:30 and hope they let you up there. Also, you'll need a DVC virtual card. It's going to be insane in a few days.
If you want to guarantee your spot, you should sign up for whatever they're having, and fork over the cash.

Is outside area reserved for only “paying” guests? We were just there this month. There is a stand by the elevators that take you up there. You stop by and check in with your virtual DVC membership card. They send you up. You didn’t need a reservation to watch the fireworks in mid-June at least. The best viewing is standing outside. I added a picture I took from my phone up there. There are tables and seating inside the lounge, also. You have to see the manager there to reserve seating. Attachments:
